所谓“胡萝卜加大棒”，是以往靠犟骡拉车时代遗留至今的一种比喻说法。车夫为了驱使拉车的骡子不断前进，要借助两种工具——在骡子面前吊上一根胡萝卜，并且时不时地在后面用棍棒抽打它的屁股。
然而，心理学家们指出，外在激励（譬如胡萝卜和大棒）对于改变行为的作用并不大，只有内在的行动承诺才能发挥有意义且持久的激励作用，这是因为，人们如果发现某种行为本身能给自己带来愉悦或满足，便会越发主动地投入其中。
换言之，那头拉车的骡子必须自己想要快跑才行。想象一下，那位倒霉的车夫听到这番高论，会露出怎样一副惊愕的表情？
尽管存在上述否定声音，外在激励手段若得以正确运用，仍可有效地改变人们的行为。我们只需了解哪些外在激励手段能够起作用，以及管理者应如何有效地利用这些手段来促进员工行为的改变。
正反两方面的激励
外在激励有两种形式：正向激励（金钱、奖励、表扬、认可）和反向激励（批评和惩罚）。有些专家坚持认为，如果你运用外在激励手段，就只有正向激励才能促成行为的改变。然而，强有力的证据表明，正反两方面的激励均可成为经理人工具箱中的利器。下面我们来看一些关于外在激励的常见说法，以及它们是否合理有据。
说法1：金钱刺激无效 研究显示，经济奖励似乎对于薪酬水平低、工作性质相对简单的员工最具激励效应。通常来说，金钱更能刺激人们付出更多努力、加大工作量，而非提升工作质量。研究还表明，金钱刺激一旦达到一定水平，再增加奖金额度也无法带来业绩的进一步提升。尽管这些告诫值得考虑，但是所谓“金钱刺激无效”的说法有夸大其辞之嫌。
说法2：奖励会扼杀内在动力 有些人指出，奖励有可能减弱人们对某项工作的兴致，以致降低其努力的程度。但在某些情况下，精心选择的外在奖励方式能增强他们的内在动力。譬如“亲社会式奖励”（即向受奖者指定的慈善机构捐资）即是如此。表扬和批评意见，如能辅以如何提升业绩的信息，也能增强员工的内在动力。
说法3：外在激励会伴生副作用 奖励可能伴生的风险在于，员工会全心关注特定的任务目标或行为，以致忽视了其他目标和因素；而批评则有可能损害员工的业绩表现，降低信任度。
个人对于正、反两方面激励的响应方式主要取决于具体情况、个人因素和激励机制。管理者可以在激励个人成就的同时，促进团队合作和协同配合，例如通过金钱或非金钱奖励，让受奖者用此打赏那些协助自己完成任务的同事。
如果适当注意情境，就可以控制好批评的负面作用。例如，表扬通常对新员工更见效，而阅历深的老员工似乎更多地是在接受批评之后有所改进。当目标即将达成时提出批评，或者在批评的同时就如何改进工作提出建设性意见，也可以使批评的效力高于表扬。
说法4：奖惩措施的效力不能持久 这里的担心是，管理者可能对外在激励产生依赖性。然而，众多研究显示，避免这种情况的关键点似乎在于确保外在激励与其他支撑持续行为变革的因素能够协同作用。
高效运用外在激励手段
要使外在激励的效果最大化，可遵循以下五个简单法则。
法则1：表扬在前，奖金在后 像表扬和认可这类无形的激励无需花费成本，效力却不亚于金钱。如果你采用物质奖励的办法，尽量尝试以非现金形式来进行。
法则2：处罚不宜多，应当具有协同性、可预测性 当奖励已不足以促成行为改变时，处罚手段可能产生效力。一些公司让员工选择处罚方式，收效甚佳：这样能使员工们理解处罚的必要性，并能确保处罚的触发机制对于全体员工而言都是透明且一致的。
法则3：激励要与具体情境挂钩 将激励手段与它所针对的行为挂钩。例如，反向激励手段（如对于不安全做法的处罚）能够更好地鼓励“预防导向”的行为（如减少事故）；而像奖金这一类的正向激励手段则更适合用来刺激“促进导向”的行为，如达成销售目标。
法则4：公平一贯 对于激励是否公平的认知会影响激励的有效性。增强这一认知的有效手段包括：举出证据说明奖励或惩处的依据，在激励措施上对所有人一视同仁，确保触发奖励或处罚的行为处于个人的可控范围。
法则5：把握正确时机 在激励所针对的行为发生后当即予以奖励或惩处，收效最强。此类“现场红包”的颁发如果频繁又出乎意料，则效果最好。意外的奖励通常更激动人心。
内在与外在激励相结合
内在激励或许是刺激长期建设性行为的适当途径，然而我们也不应忘记，外在奖励和处罚也具有一定的作用。当内在与外在的激励手段相结合时，二者的影响力都相应地得到了增强。例如，在促成人们行为改变的早期阶段，外在激励可能特别有效，直到这种改变成为一种日常习惯。
激励手段并不是促成行为改变的唯一因素。假如缺乏令改变成功并维持下去的能力和支持性环境，人们的行为改变往往多有反复，改变程度也不会彻底。尽管如此，激励手段的运用是变革之路上至关重要的第一步。正如每一位车夫都会告诉你的，若有一双善于灵活运用胡萝卜和棍棒的巧手，你这一路就能走得顺利一些。
