又是一年就业季，对于那些立志在北京、上海等大城市发展的毕业生来说，能否解决户口成了他们评判一份offer是否有含金量的重要标准。也许很多毕业生都要面临一个选择题：“理想工作+无户口”，还是“不尽人意的工作+有户口”？
毕业生们梦寐以求的北京、上海户口为何这样金贵？通过哪些渠道可以落户北京、上海？一旦落户失败，是否自己就没机会成为“北京人”、“上海人”了？马上为你解答！
北京上海为何“一户难求”？
公开数据显示，目前北京和上海均已跻身“世界十大人口最多城市”，两个城市的人口数量都已突破2000万。特大城市往往会滋生很多“城市病”，空气污染、交通拥堵等都困扰着大城市的居民。去年7月，国务院颁布了《关于进一步推进户籍制度改革的意见》，要求“严格控制特大城市人口规模”。
按照中央要求，各城市应逐步推行“积分落户政策”。据了解，上海市的积分落户制度已经运行多年，对高校应届毕业生落户的条件有着十分细致的要求，如在学历、学习成绩、外语水平、工作单位等方面都有分级打分，近两年的标准分已经达到72分。如果大家对这个分数没有概念，那这样告诉大家吧：复旦、上海交大两校的绝大部分本科毕业生如在上海就业，离72分仍有较大差距，落“沪”基本无望。
北京虽尚未全面推行积分落户制度，但北京市人事局的相关规定已经对毕业生落户设置了一些门槛，如年龄限制为本科生24岁、硕士生27岁，还有“所学专业与公司主营业务相符”、“严控双外人员（外地生源、外地高校）”等。
应届生怎样拿到京沪户口？
上海的情况较为明朗，对于应届毕业生来说，积分达标即是落户上海的“充分必要条件”，换句话说：只要积分达标，就可落户上海。
而北京的情况则复杂很多，据了解，应届毕业生一般可通过以下三条路径解决北京户口，分别是北京市人社局、国家人社部、中共中央组织部，三种渠道对应的单位性质也不相同，请看↓
三种渠道的落户方式、办理流程、规则和时间均不同，一般来说，北京市人社局条线办理户口的手续较为繁琐，所要求的条件也最多，如年龄限制为本科生24岁、硕士生27岁，还有“所学专业与公司主营业务相符”、“严控双外人员（外地生源、外地高校）”等。但是，与上海不同的是，不是说应届毕业生符合这些条件就可以拿到户口，具体还要看进京指标是否给你。
有报道称，北京市人社局的户口指标今年将会控制在9000人以内，当然，这只是北京市条线的，国家人社部、中组部的指标是不受限制的。
不过从去年开始，人社部条线中央企的户口指标也开始设置了本科24岁、硕士27岁的年龄门槛，使得部分“大龄毕业生”望而却步。
有些小伙伴也许在考虑，如果暂时无法落户，可以先工作，等到以后找机会解决。这里必须提示你，这是一个很大的误区，因为按照相关政策，“应届生”的身份恰恰是你落户的最大筹码，并不是说你耗的时间越长，离户口就越近，实际情况恰恰是相反的。
所以，有户口需求的小伙伴可以通过用人单位的性质来判断其户口解决能力。
海外留学生怎么落户？
相较于国内应届毕业生，海外留学生落户北京的硬性条件并不多，主要是以下三个：
1、我国教育部承认的国外大学硕士毕业。
2、在国外待满360天（以护照上出入境时间为准）。
3、落户政策有效期为回国后两年，也就是说，在你回国入境两年后，落户政策就对你失效了。
当然，并不是说留学生满足以上三个条件就可以落户北京了，毕竟满足以上三个条件的并不在少数，还需要用人单位有“留学生落户指标”，且单位与留学生签署1年以上的用人合同，且申请落户时留学生的社保要连续交够3个月。上海则没有所谓指标限制，但留学生社保需要交够6个月。
拿不到北京户口怎么办？
全国2015年高校毕业生已经达到749万，北京市高校毕业生接近24万，上海也接近18万，而最后成功落户京沪的毕业生只是凤毛麟角。相比来说，更多就业生可在毕业时选择申请居住证。那么，居住证和户口的权益有何不同？
北京梦，还是北京人梦？
近期的一项调查显示，过去几年间，仅北京市每年就有近10万名高校毕业生选择留京，其中原因毋庸置疑：北京、上海坐拥全国最顶尖的教育资源、医疗资源，各项公共服务设施也都相对齐全，更重要的是，京沪几乎可以为每一个毕业生提供优质的平台，只要你敢拼敢闯，这里就有你的一片天地。
但落户指标的紧缺又是他们不得不面对的现实问题，但更深层次的原因是，“一户难求”的背后，还隐藏着毕业生们在城市里缺失的归属感和认同感——似乎没有“户口”就不属于这座城市，就游离在城市的“边缘”。
在很多人眼中，大城市“户口”正在成为一种身份的象征，一种成功的标志。不少在北京打拼的毕业生在过年返乡时，“有没有北京户口”成为家人朋友最关注、问得最多的问题。
但小编认为，归属感和认同感来自城市的包容氛围，来自自我的价值实现，更何况，居住证制度日益完善，其与户口的权益差距也在日臻减小。
