百度、中国科学技术大学签署联合建设大学生创新创业培养体系的战略合作框架协议。根据协议，百度传课、中国科学技术大学将联手打造国内领先的、理论与实践相结合的创新创业课程，共同开展相关课程的研发，将学校优质的公开课资源接入“百度传课”服务平台并开设训练营专区，为有创业规划和创业困惑的大学生指点迷津。
今年3月5日，李克强总理在2015年政府工作报告中，两次提到“大众创业、万众创新”。5月，国务院办公厅印发《关于深化高等学校创新创业教育改革的实施意见》，允许在校大学生保留学籍休学创新创业。在国家的大力号召下，统计数据显示，到2015年我国各类孵化器数量将达1500家，孵化场地达5000万平方米以上，孵化资金总额50亿元以上，在孵企业有10万家以上，其中国家级孵化器达到500家（严格实施国家级孵化器的动态管理和退出机制）。政策、人才和资金的齐集，目标直指一个方向——全民创业。
创业的困境：需求远大于供给
对于刚毕业大学生来说，没有平台，没有人脉，没有资金，对很多的政策也不熟悉，所以，创业也更难些。为了解决学生创业中的难题，全方位鼓励和扶持大学生创业，营造良好的创业氛围，国家在平台，政策，资金上投入大量心血，以期校园中涌现出越来越多的“创业达人”。
政策上，2005年以来，国家屡次加大对大学毕业生自主创业的支持力度。到2015年，“大众创业、万众创新”成为两会热词。各地政府也纷纷为本地大学生群体创业出台一系列优惠政策。资金上，各类孵化器如雨后春笋涌向创业者。服务上，众筹网站把项目从公司中解放出来，通过网络平台直接接触到资本，随着这些众筹项目的宣传扩散，好的项目能引起风投和股权投资者的更多关注。人才上，大学生群体本身受过高等教育，属于高级知识人群。开创精神、学习能力都占据优势，有些大学生更是学以致用，将自己的专业知识用在创业上。
然而，即便有了这么多的有利条件，大学生创业的结果仍需要摸着石头过河。调研结果显示，在大学生创业成功比例最高的浙江省，成功率也只有4%，而国际大学生的平均创业成功率则高达20%。由此可见，把一个创业想法实际运作起来并非易事。而两大导致大学生创业失败的因素：一是学生从小到大，一心只读考试书，两耳不闻窗外事，缺乏社会实践经验。二则是高校教育模式的软肋，书本理论与实际情况相距甚远，对创业学生的专业指导课程还是空白。
创新创业课：迈好创业第一步
在百度和中科大签署关于创业创新的战略合作协议中，中国科学技术大学作为中国科学院直属的理工类全国重点大学将以打造国内领先的理论与实践相结合的创新创业课程为目标，开展相关的创新创业课程体系研发。百度提供企业讲师、课程课题，并根据课程要求进行创新创业课程体系的授课支持和辅导支持。同时，依托“百度传课”云服务平台的高性能和聚合平台影响力，为中国科学技术大学开设专属频道，提供创新创业公开课视频资源存储、点播服务。中国科学技术大学将创新创业公开课资源接入“百度传课”服务平台，并负责其平台下频道的内容建设。
百度传课项目负责人表示：“此次合作是百度传课继联手上海交大、西安交大打造网络慕课后的又一次携手高校出击，而这些合作意味着百度传课将在教育的质量和课程种类上不断开拓。创新创业课作为创新创业培养体系的一部分，对整个项目起到重要的纽带作用，它从实际出发，根据经济社会的发展变化，通过适应性的培训，帮助大学生树立创业信心，掌握创业技能，捕捉商业机会，提高创业管理能力，形成真正的创业者思维闭环，帮助国家孕育一批高质量企业及高素质的创业者。“
