农村淘宝，这个概念从创立之初就让很多电商圈的人眼前一亮。
阿里巴巴与桐庐的结合，看起来更像是一次互联网接上地气的线下实验：
阿里想要进入农村市场的第一障碍就来自二级物流，在这点上桐庐不仅有着得天独厚的快递优势，其本地的大量农业、工业产品也需要走向市场。
二者一拍即合。桐庐变成阿里的全国首个农村电商试点县。去年10月开始，这场实验给桐庐带来了意想不到的惊喜——这根被嫁接到桐庐的电商枝条，在农村生根发芽，枝繁叶茂了起来。
“农村淘宝”的全国第一单
是一笔嫁妆
“哪想到这么方便，不用讨价还价，不用背来运去，5分钟就全买好了。” 罗秋英是桐庐金家村村民。2014年10月29日，她来到村里的小卖部，并通过老板娘在网上购买了一些女儿出嫁的嫁妆。老板娘告诉她，三天后东西就会送到家门口。
看起来似乎很平常的一次网购，可很少有人知道，这笔交易背后里程碑式的意义：这家可以在网上购物的小卖部，正式的名字应该叫“农村淘宝”，就是29日当天开出来的，罗秋英的这笔买卖是农村淘宝的全国第一单，这个网店也是阿里巴巴集团“千县万村”计划的全国第一个县级运营中心、第一个村级服务站。
它的开张是淘宝进入农村的一个标志，也是桐庐打造阿里巴巴农村电商全国样板的起步。
钱报记者了解到的情况，第一批开张的4个点，仅开张第一天的下午3点~5点就完成交易335笔——这种对农村人来说完全陌生的买卖方式很快得到了人们的认可。
而在两年前，面对“电子商务”这个名词，绝大多数桐庐人还是“发懵”的状态，不信任、不靠近、不尝试。这个时候的淘宝还深陷城市“战场”：服装、化妆品、电器等一直是网购主产品。
阿里巴巴研究院《农村电子商务消费报告》数据显示，伴随着城镇化的进程，2016年全国农村网购市场总量有可能突破4600亿元。说到淘宝“嫁接”农村的原因，阿里巴巴集团COO张勇说，农村发展战略是阿里巴巴在海外上市后确定的三大战略之一，桐庐试点也是千县万村总体计划前段部分，他们的总计划是在三到五年间投资100亿元，建立1000个县级运营中心和10万个村级服务站。
所谓的农村淘宝，在当时可以概括为“五个一”：一个村庄中心点、一条专用网线、一台电脑、一个超大屏幕、一帮经过培训的技术人员。
也就是说，所有的投资都由淘宝支付，拉通光缆后，这个村的所有村民就都成了这个店的主人。店主可以在自己的店里买或者卖东西，买卖的过程只需要一个人来代表经手，这个人就是村里小卖部的店主。
如果有人买东西，不仅简单而且有“特殊”待遇：村民把在网页上看中的东西告诉店主，之后店主下单，支付宝的“农村淘宝”担保账户支付货款。
卖家发货后，村民可以试用，觉得不错则付钱给担保账户，反之把东西交还给农村淘宝即可。
不仅可以买，如果有村民想卖地里的青菜、锅里的豆腐也很简便：告知“农村淘宝”要出售的豆腐数量和价格;技术人员上门免费拍照、议价，并将商品陈列至网上货架;得到网络订单后货主打包发件;买家收货确认付款，村民得到(现金、汇款两种方式)货款;农村淘宝随时更改产品信息，直至下市。

买和卖都形成了便捷的转化，但设想的缜密永远抵不过市场的瞬息万变。
经过前期长时间的设计、考察、验证，并于2014年10月“上线”的“农村淘宝”，还是没能完全达到预期。
“这个信息管理人(村民代言人)一般都是村里小店的店主，店主边卖实体的商品边给有需要村民网购。”桐庐县政府办副主任王红春说，这种方式虽然很吸人气，但同时也有缺陷，“小店店主自己开店，有主业，照顾‘农村淘宝’的精力就不够，经营潜力得不到完全发挥;另外一方面这些农村淘宝的经营模式客观上占用了大学生返乡创业的机会。”
他说，农村淘宝是先确定地点(小卖部)然后选择店主，地点又限制了店主的可选择性。
不仅仅是这样，农村淘宝还在利润结算、纠纷维权、客户维护，以及在待售农产品的包装等方面都表现出了不利的一面。
于是，新变化在7个月后应运而生：村淘合伙人。
“先考察人，然后由他们来决定网店的办公地点。”王红春说，合格的人选必须是年轻的本地人、大专以上文化程度、有相关经验、能扎根农村。
“年轻才有创意，有经验才能做大业务，文化程度又决定了他的接受程度，而只有本地人能听懂方言，更好地为老人服务。”他们的要求除了上面几点，还特地强调经营者必须有3~5人合伙，形成团队，一方面能形成合力，另一方面也便于他们有更多精力去主动“出击”，而不是干等顾客上门。
金家村郑礼英是大专毕业，今年33岁，她的村淘点不仅可以买，更重要的是可以卖。以常年出产的土蜂蜜为例，先后有多个当地蜂农来村淘求助，在经过价格协商、产品审验后，“郑掌柜”在三个月的时间内帮他们卖掉了122斤土蜂蜜——这是一个中等规模养蜂人几乎半年的产蜜量。
“我们的经验还不足，通过相关培训后，我相信下半年会在土鸡蛋、杨梅、草莓的销售上有个大的提高。”她说自己的村淘点成交额中，出售本地土特产金额占比超过了10%。
解决最后一公里
桐庐要做成“农村淘宝”示范区
从1.0版的“农村淘宝”到2.0版的“村淘合伙人”，桐庐的试点，其实就是全国的试点。这个“领头雁”的目标可能会引领村淘合伙人的未来方向。
2015年，阿里巴巴有三大核心战略，分别是：国际化、农村淘宝、云数据。阿里为此亮出了“千县万村”计划——它将在3至5年内投资100亿，在全国建设1000个县级服务中心和10万个村级服务站。
“农村做淘宝，关键不是购买力，不是商品单一，而是物流不通。”具体操办“村淘”事宜的桐庐团县委副书记邵翰云说，一件商品在城区流通容易，但从县城分送到各个村民的成本十分高。“现在这个问题已经得到解决，一级快递商负责把商品送到桐庐县城运营中心，桐庐当地邮政全面接盘二级快递商负责商品送达至各个村淘点——当地政府对1.5元/件的快递补贴解决了农村物流的“最后一公里”难题。
“一方面是这些已有网点的改造升级，另一方面是后续网点的合理分布。” 邵翰云介绍说，“今年年底桐庐将实现村村有‘村淘’，通过网络购销产品的覆盖率将达到100%。”
在他看来，这是一个双向配合。“淘宝有人才、技术、市场经验以及高规格的硬件配置，而我们则有渠道、场地、政策、人力组织优势，两者之间的不谋而合和无缝互补一定会给桐庐的电商注入更大活力。”
桐庐县方毅县长接受本报采访时表示，他希望通过电子商务，让农村多一种消费选择，让更多的优秀人才回归农村。“一定要把‘村淘’打造成一个电商样本，买则便捷，卖则快捷。”
