泸州市政府出台《关于全面推进大众创业万众创新的实施意见》（以下简称“实施意见”），从26个方面全面推进大众创业万众创新工作。昨日，华西城市读本记者从泸州市科知局获悉，按照实施意见，泸州到2017年建设各类创新创业孵化载体30个以上、面积达到70万平方米以上，将初步建成覆盖全市各县（区）、各园区的科技企业孵化培育体系。同时，将新增中小微企业10000户以上，商标有效注册量达到10000件以上，创业者突破40000人。

建创业基地 打造众创空间
“泸州将规划西南商贸城（二期）、中国泸州·佳乐世纪城、西南医疗康健中心、进口商品保税直销中心（二期）、电商快递分拨中心、四川共筑医药物流园、泸州港EDI中心等一批新的商贸流通创业创新空间。”泸州市科知局工作人员介绍，泸州将以电商示范为契机，加快泸州市电商产业孵化园（双创园）建设，开展电商“五进工程”，推进传统企业电子商务创新应用，举办电子商务创新创意创业大赛，加大电商人才培养力度，优化电商创新创业服务环境。
按照实施意见，到2017年把泸州建设成为川滇黔渝结合部的创新创业高地。打造一批市场化、专业化、网络化的众创空间，建设各类创新创业孵化载体30个以上、面积达到70万平方米以上，初步建成覆盖全市各县（区）、各园区的科技企业孵化培育体系。新增中小微企业10000户以上，新增专利申请5000件（其中发明专利申请1800件以上），商标有效注册量达到10000件以上，创业者突破40000人。引进、培育一批天使投资和创业投资机构，构建覆盖创新创业就业全方位、全过程的综合服务体系。
大资金扶持 引导资金上亿
华西城市读本记者了解到，泸州将设立大资金发挥杠杆作用，带动社会资本支持战略性新兴产业和初创期创新型企业发展。泸州设立市级创新创业引导资金5000万元，用于支持创新创业载体和公共服务体系建设，引导金融机构向科技型中小微企业提供贷款，开展创新券补助试点等。同时，各县（区）、各园区按照实施意见也要设立创新创业引导资金，其中江阳区、龙马潭区、纳溪区、泸县、泸州高新区、四川泸州长江经济开发区、泸州白酒产业园区资金规模不低于2000万元，合江县、叙永县、古蔺县资金规模不低于1000万元。
此外，泸州创业担保贷款最高额度统一调整为10万元，对个人发放的贷款，扩大反担保的范围或取消反担保，由财政给予贴息。对于招收高校毕业生达到一定比例的科技型小微企业和符合条件的劳动密集型小微企业，可申请不超过200万元的创业担保贷款，给予50%的贴息。
大学生创业 最高补贴10万
通过“泸州市在校大学生免费淘宝创业”项目，还没毕业的十几名四川职业技术化工学院的大学生，利用西南商贸城和辖区内商家联合提供的免费电商平台，开起土特产店、户外装备店、衬衣店等7家网店运营实习，成为网上淘宝店主。如今经过1年的学习和实践，网店运行良好，他们已成为开网店的行家里手，提前进入“电商白领”梯队。
如今大学生在创业平台上将获得更多力量。按照实施意见，泸州对在校大学生和毕业5年内的高校毕业生，在工商部门注册或民政部门登记，以及其他依法设立、免于注册或登记的创业实体（如开办网店、农业职业经理人等），给予1万元创业补贴。为大学生创业创新提供支持，在高校或地方各类创业园区（孵化基地）内孵化的创业项目，每个项目给予1万元补贴。同一领创主体有多个创业项目的，最高补贴不超过10万元。
此外，泸州采取“导师+科技创新苗子”和“人才+项目”的培养方式，选择泸州市范围内的高校在校学生、3年内毕业生，以科技项目的形式资助其在泸州市开展科学技术研究、应用开发、成果转化和发明创造。
